Low performers can take a month or longer. That gap is not primarily a coding problem. It reflects how well an organization has eliminated approval layers, reduced batch sizes, and clarified ownership.


For business leaders, long lead times have a direct operational cost. Slow delivery means slower product launches, delayed responses to customer feedback, and reduced ability to act on market shifts. If your engineering team can only respond to a strategic priority in weeks rather than days, that constraint shapes every business decision made around it.

Flow of Work

Speed metrics measure the result. Flow metrics reveal the process that produces it.

Most operational friction occurs outside the actual development work. Code gets written in days; the surrounding process — handoffs, approvals, environment provisioning, dependency coordination — often consumes weeks. The DORA research consistently finds that the strongest predictors of stability are organizational, not technical — specifically, psychological safety, clear team ownership, and well-defined responsibilities. Teams with high psychological safety consistently outperform on all four delivery metrics. This gives executives an important lever: organizational design and culture are measurable inputs to reliability, not soft factors separate from it.


Concrete indicator to track: Change failure rate alongside mean time to recovery. Rising failure rates with fast recovery usually indicate a testing problem. Rising failure rates with slow recovery indicate an ownership or process problem.

Perhaps the most strategically important capability, and the hardest to measure, is organizational responsiveness — how quickly the engineering function can pivot when priorities shift.

The engineering team's ability to adapt reflects how well the broader organization — its structures, processes, and leadership practices — supports fast execution.
